The renovation of Squadron Operations Building has involved a design
of a second story addition and side wings, which allows for construction
to proceed without disturbing the operational use of adjacent and
contiguous facilities. Kinoo has come up with a unique design involving
cantilevering of the upper story structure from the wings, thereby
sharing the design loads between the new wings and the centrally
located existing facility foundations. The existing foundations
did not have the capacity to carry a two floor structure. Poor soil
conditions called for a unique solution as extensive use of friction
piles was cost prohibitive. A complex design which is responsive
to seismic as well as high wind load factors. The result is a significant
saving in cost as well as savings in real estate and a better functioning
and integrated facility.
LSSE (Life Support and Survival Equipment
Building)

Life Support and Survival Equipment (LS/SE) facility is one of
the first buildings Kinoo, Inc. has designed (A/E services) for
the Rhode Island Air National Guard. The building is part of a cluster
of key administrative buildings, physically located adjacent to
the squadron operations(SQOP) building. The functions of LS/SE are
currently housed in the SQOP building.
The design of LSSE is practical as well as aesthetically pleasing,
and sets the architectural theme for the proposed buildings for
the base over the coming years.

Kinoo, Inc., in year 2000, won a $10 million Indefinite Delivery Indefinite
Quantity (IDIQ) prime contract to provide A/E services to RIANG. Kinoo
is designing new facilities, as well as renovating existing ones. Kinoo
has also done a new Master Plan Update and a 10 year construction phasing
plan. In the first year Kinoo has provided A/E services on numerous small
and large projects.
Essentially the downsizing of the active duty components of the military
resulted in a need for long range planning programs to effectively identify
the expansion capability of each ANG installation. The development and
analysis of alternatives for each of the ANG installations across the
nation results in an effective tool for the National Guard Bureau to assess
future base needs for potential expanded or new missions.
The potential for growth in ANG units has been appreciably increased
with the de-escalation of military military forces overseas and nationally.
With the current move to re-posture defense forces, the future role of
the Air National Guard, in general, and the Rhode Island ANG, in particular,
is examined to assess the potential impacts of increases in mission and
associated facility requirements.
The Master Plan Update accomplishes this objective through:
* Examination and analysis of the existing physical composition of the
installation * Examination and analysis of the June 1995 Installation
Master Plan. * Analysis of development constraints and opportunities of
1999 Site Survey Result * Delineation of space and facility needs to meet
1999 Site Survey and potential future mission requirements * Examining
the development goal for eight aircraft.
